What if Every TF2 Weapon Was Shared?

Isn't it annoying how certain weapons like the Family Business can only be equipped by Heavy, while very similar options like the Panic Attack are universal? Valve should just let every class who uses shotguns/pistols/etc. be able to equip EVERY shotgun/pistol/etc. But that would be unbalanced... or would it? Well, that's what I hope to figure out.
